Hi Keith,

The official span of the E11 run was from 784742413 to 785318413, so
the following segments should be flagged with OUTSIDE_E11 :

H1:
   Segment 87   785318413-
   Segment 88   (entire)

H2:
   Segment 1    (entire)
   Segment 2    (entire)
   Segment 115  785318413-

Note that someone started H2 segment 3 EXACTLY at the official start
time of the run!
